This potentially likely scenario has a very simple answer with Man City crowned as champions.

Maximum points for City puts them on 91 compared to Arsenal’s best case scenario of 89. If City draw against West Ham, they will drop to 89, and in that case, Arsenal would win the league with victory over Everton.
